The Economic Significance of Kampala Industrial Business Park, Namanve

The Government of Uganda is still focused on the industrialization programme to create a minimum of twenty two (22) industrial and business parks throughout the country, whose main objective is to create jobs and add value to the country’s natural resources.
Uganda Investment Authority (UIA) was mandated to carry out this programme and significant progress has been made.  A priority project, Kampala Industrial and Business Park (KIBP) in what was formerly a forest, was identified and developed steadily due to its proximity to the central business district and location at the strategic Kampala-Jinja High way.


KIBP measures 2200 acres in size and is divided into four administrative estates (South A, B, C and North). Presently, 100% of the land is allocated to 255 prospective investors whose companies are in different stages of development. Twenty (20) investors have fully developed their projects and are currently generating about 12,000 jobs.


Another eighty (80) companies are at different levels of implementing their investments, which are expected to generate a further 23,000 jobs for the youth by February 2017. The establishment of this well planned strategic park has continued to generate new employment opportunities in manufacturing, as well as the priority sectors of ICT and agro processing.

 
There are very many other positive outcomes of the development of KIBP in Namanve, and these include:

  1. In the near future, recreation facilities will be brought closer to the communities’ i. e play and football fields, resting parks for both park users and the neighboring communities
    .
  2. Business to business operations have improved due to the increase in the population with effective demand within the Park i.e. individuals engaged in providing accommodation facilities, offering catering services i.e. restaurants, as well as groceries, are great beneficiaries of this arrangement. The factory/company workers create the effective demand needed to make business thrive.
     
  3. Factory workers and other employees within the park have improved their working skills by gaining wide experience from offering their expertise to different factories e.g. masons, plumbers, etc
     
  4. Better standard of living of the workers as a result of having a regular source of income.
     
  5. Individual investors have taken on the initiative to carry out corporate social responsibility activities for communities surrounding the Park, for instance, Roofings Group has reached out to the neighboring communities by renovating and rehabilitating St. Peters Kolo Primary School, a community Government school within the Park environs.
     
  6. Economic activity within the Park contributes to the widening of the tax base.
  1. Generation of more value-added products in traditional sectors and adding value to Uganda’s natural resources.
     
  2. Increment of government revenue due increased efficiency within the KIBP regarding taxable goods and customs bonded warehouses.
     
  3. KIBP is momentarily developed into a focal point for road-rail operations and transshipment operations to regional markets hence easy accessibility of goods and services offered.  
     
  4. KIBP has encouraged the development of export-oriented manufacturing projects through the setting up of EPZ’s.
     
  5. Enhancement of competitive businesses, which invariably leads to production of high quality goods and services.
     
  6. Very soon the Park infrastructure will provide some solution to the traffic congestion problems.  Traffic-intensive activities can be relocated away from Kampala city.
     
  7. The Industrial Park establishment comes along with the development of infrastructure, and other social amenities. All functional Industrial parks have developed infrastructure in form of roads, running water, electricity, and connectivity, among others, which eases access for both the park users and the neighboring communities.

Job creation is a key element in UIA’s almost concluded strategic plan 2016-2021. The plan targets the creation of one million jobs in the five years. The KIBP in Namanve, as well as other parks are going to be the major drivers to achieve this goal.
